1. Definitions
- "Platform" — the Verify.ug web application, APIs and related services.
- "Institution" — an organisation that issues or manages credentials on the Platform.
- "Verifier" — any person or entity that checks credential authenticity.
- "Citizen" — an individual holding credentials in the wallet.
- "Content" — data, credentials, files and information transmitted through the Platform.
2. Eligibility
You must be legally able to enter into a contract in your jurisdiction and, when acting on behalf of an organisation, be authorised to bind it.
3. User accounts
- You are responsible for the security of your credentials and for all activity under your account.
- You must provide accurate information and keep it up to date.
- We may require multi-factor authentication for sensitive roles.
4. Institution responsibilities
- Institutions are the controllers of the credentials they issue.
- Institutions must ensure their team members have the appropriate authority.
- Institutions must promptly revoke credentials issued in error or fraudulently.
5. Credential issuance
Institutions warrant that issued credentials reflect authentic records they hold. The Platform provides tamper-evident storage, digital signatures and verification tooling, but does not attest to the underlying academic, medical, legal or civil facts.
6. Verification services
Verification results indicate whether a credential exists, is unrevoked and is cryptographically consistent. They are informational and do not constitute legal advice or a substitute for the issuer's official record where required by law.
7. API usage
- API keys must be kept confidential; you are responsible for calls made with them.
- You must respect rate limits and quotas.

8. Intellectual property
The Platform, including its software, brand and documentation, is owned by Citycom Digital Stars Limited. Institutions retain all rights in their content and credentials. You may not copy, resell or reverse-engineer the Platform.
9. Payment terms
Paid plans are billed per the plan you select. Fees are non-refundable except where required by law or expressly stated. Late payment may result in suspension.
10. Service availability
We aim for high availability and publish live status at /trust/status. Scheduled maintenance will be announced where practicable. The Platform is provided on an "as available" basis.
11. Suspension
We may suspend accounts that pose a security risk, violate these Terms or the Acceptable Use Policy, or are subject to unresolved payment failures.
12. Termination
Either party may terminate for material breach that remains uncured after reasonable notice. Institutions may export credential records prior to termination.
13. Limitation of liability
To the maximum extent permitted by law, Citycom Digital Stars Limited is not liable for indirect, incidental or consequential damages. Aggregate liability is limited to the fees paid for the Platform in the 12 months preceding the claim.
14. Governing law
These Terms are governed by the laws of the Republic of Uganda. Disputes will be resolved in the competent courts of Kampala, unless required otherwise by mandatory law.
